Why the monitoring environment matters
Mastering depends on very fine judgements. Small changes in level, tonal balance or spatial behaviour can affect the whole presentation. Those decisions are only meaningful when they are made in a precisely calibrated monitoring environment with controlled acoustics.

Is mastering necessary if my project is streaming-only?
Yes. Streaming delivery still requires careful quality control, level management, metadata checks and validation of the final master for the intended platform or format.
